The City of Memphis will accept sealed proposals for the Memphis Community Center – Barrier Free Ramp as shown on the Contract Documents dated February 7, 2017.


The City of Memphis will receive sealed proposals until: 3:00 p.m., local time, Friday, March 31, 2017 at the

Administrative Offices of the City of Memphis 35095 Potter, Memphis, Michigan 48041,

Attention: Mr. Larry Wilson. Label outside of envelopes “Memphis Community Center– Barrier Free Ramp”. Faxed proposals will not be accepted. The Owner will not consider or accept a bid received after this date and time. All proposals will be publicly opened and read aloud at the same time and place. All interested parties are invited to attend.


Bidders may obtain printed copies of the Bidding Documents from the Architect after March 1 , 2017 for a $50.00, non-refundable fee. Electronic files are at no cost.


Each proposal must be accompanied by an acceptable bid security in the form of a certified check, cashier’s check or standard form bid bond, made payable to the City of Memphis in an amount of not less than five percent (5%) of the base bid submitted. Failure of any accepted Bidder to enter into contract for the work will cause forfeit of his bid security. After contracts for the work have been signed, all bid securities will be returned.


Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents, must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin, in accordance with Executive Order 11246 Equal Employment Opportunity and Notice of Requirement for Affirmative Action to ensure Equal Opportunity, and that the contractor will comply with section 3 of the Housing and Urban development Act of 1968, as amended.

The Contractor and sub-contractors must comply with Davis Bacon Act July 2nd, 1964 (Title 40 276A). The Equal

Opportunity Act September 28, 1965 no. 11246, all United States Department of Labor Regulations and standards Title 19, 1.3 and 5 U.S. C., Section 874 known as “Anti-Kickback Act” and the Federal Occupational Safety and Health Act of 1970.

As required by State Law (P.A. 232 of 2004) all proposals/bids must be accompanied by a sworn and notarized statement disclosing any familial relationship that exists between the Owner or any employee of the bidder and any member of the City of Memphis City Council or Supervisor. Additionally, as required by State Law (P.A. 517 of 2012), the bidder must certify that it is not an Iran linked business as defined by P.A. 517.The Board will not accept a bid that does not include this sworn and notarized statement.


The Owner reserves the right to waive any irregularity or informality in bids, to reject any and/or all bids, in whole or in part, or to award any Contract to other than the low bidder, should it be deemed in the Owner’s best interest to do so.
