Sealed proposals will be received by the Charter Township of Shelby at the office of the Clerk, 52700 Van Dyke, Shelby Township, MI 48316 until 2:00 p.m. local time (EST) on April 23, 2019, for construction of this project, at which time bids will be publicly opened and read aloud.

The work consists of the construction of approximately 1,800 l.f. of 5-foot wide concrete sidewalk, and associated drainage and utility improvements.

Documents and requirements can be viewed at the office of the Shelby Township Clerk and at the office of Fazal Khan & Associates, Inc. Documents and requirements will be available Wednesday, March 27, 2019 after 1:00 pm.

This solicitation, along with all attachments may be downloaded from the Michigan Intergovernmental Trade Network (MITN) at www.bidnetdirect.com/mitn.

Documents shall be available on or after March 27, 2018, at 1:00 pm local time. Any and all Addenda issued by Shelby Township must be viewed or downloaded from the above-listed website.

Each bid proposal shall be accompanied by a certified check, acceptable bid bond, or bank draft payable without condition to the Charter Township of Shelby for a sum not less than five percent (5%) of the proposal amount. Bids are to be submitted in a sealed envelope, plainly marked “BID – WAKEFIELD SIDEWALK PROJECT (CDBG# C8-18-2A)

The right is reserved by the Owner to accept any proposal, to reject any proposal, and to waive irregularities in proposals.

No bid may be withdrawn after the above date and time for receiving bids for a period of one hundred twenty (120) days.

Attention is called to the fact that not less than the minimum salaries and wages, as set forth in the Contract Documents, must be paid on this project, and that the contract must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin, in accordance with Executive Order 11246 (Equal Employment Opportunity and Notice of Requirement for Affirmative Action to ensure Equal Employment Opportunity), and that the contractor will comply with Section 3 of the Housing and Urban Development Act of 1968, as amended.

Contractor must comply with the Davis Bacon Act, July 2, 1964, Title 40§ 276A, the Equal Employment Opportunity Act, September 28, 1965, No. 11246, all United States Department of Labor Regulations and Standards, Title 29, 1, 3, and 5, and Title 18 U.S.C., Section 874, known as the “Anti-Kickback Act”, and the Federal Occupational Safety and Health Act of 1970. Davis Bacon Wage Rates for Macomb County, Michigan, apply to this project.
