RECEIPT OF BIDS
The Charter Township of Shelby will receive sealed bids until 2:00 pm local time, on Wednesday, June 3, 2020, at the offices of the Township Clerk, Charter Township of Shelby, 52700 Van Dyke Avenue, Shelby Township, Michigan 48316. One (1) hard copy and one (1) electronic copy of the bid must be included in the bid submittal. Following the receipt of bids, all bids will be publicly opened and read aloud virtually via Zoom due to the COVID-19 pandemic and the closure of the Township Hall to the public. Information on how to access the bid opening through Zoom can be found on the Township’s website at https://shelbytwp.org/bid_opportunities/index.html.

 

DESCRIPTION OF WORK
The work proposed consists of the installation of a new five (5) foot wide concrete sidewalk within the right-of-way along the east side of Shelby Road from Montgomery Drive to the Middle Branch of the Clinton River approximately 750 feet in length. The approximate quantities of work involved for this project are as follows:

  • Sidewalk, Conc, 4 Inch – 3,500 SF
  • Sidewalk, Conc, 6 Inch – 450 SF
  • Sidewalk Ramp, Conc, 8 Inch – 100 SF

and related appurtenances, as well as audio-visual record of the site, traffic control and maintenance, clean-up, and restoration.

 

PLANS AND SPECIFICATIONS
Plans and specifications may be viewed or obtained at www.bidnetdirect.com or viewed at the office of the Township Clerk, Charter Township of Shelby, 52700 Van Dyke Avenue, Shelby Township, Michigan 48316, after 1:00 pm on Wednesday, May 20, 2020. Documents will only be available through the BidNet Direct site. Bids may be rejected unless made on the forms as included within the bidding documents.

 

BID SECURITY
A certified check, bank draft or satisfactory bid bond, executed by the bidder and a surety company, payable to the Charter Township of Shelby, in the amount equal to five percent (5%) of the bid, shall be submitted with each bid.

 

WITHDRAWAL OF BIDS
No bid may be withdrawn for a period of ninety (90) calendar days after the receipt of bids. This time frame may be adjusted through mutual agreement between the Owner and Contractor.

 

AWARD OF CONTRACT
The right is reserved by Shelby Township to accept any bid, to reject any or all bids or waive irregularities in any bid in the best interest of the Township.

 

STATE AND FEDERAL REQUIREMENTS 

“Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin, in accordance with Executive Order 11246 Equal Employment Opportunity and Notice of Requirement for Affirmative Action to ensure Equal Employment Opportunity, and that the Contractor will comply with Section 3 of the Housing and Urban Development Act of 1968, as amended.

The Contractor and sub-contractors must comply with Davis Bacon Act July 2nd, 1964 (Title 40§ 276A). The Equal Employment Opportunity Act September 28, 1965 No. 11246, all United States Department of Labor Regulations and standards Title 29, 1,3 and 5, and Title 18, U.S. C., Section 874 known as “Anti-Kickback Act” and the Federal Occupational Safety and Health Act of 1970.”
