The project consists of the interior, exterior renovation and a new roof structure of the existing 780 sq. ft. park comfort station.



Sealed proposals are invited for construction of the Project and will be received at the Office of the Owner until 10:00 A.M., local time; Tuesday, November 21, 2017. Bids will be publicly opened and read aloud in the offices of the City Clerk immediately thereafter.



A pre-bid meeting will be held at the project location at 2:00 P.M., on Tuesday, November 7, 2017.



Drawings and specifications may be obtained at the office of the Architect/Engineer. Plans and specifications will be available Monday, October 30, 2017 after 2pm. The first set of bid documents is free of charge. Additional copies are available at a cost of $15.00 per set which is non-refundable.

Bidders wishing to download the documents and requirements at NO COST may do so by registering as a plan holder with AEW over the phone at (586) 726-1234 and obtaining download instructions. The plans and specifications will be available for download on Monday, October 30, 2017 after 2pm.



Attention is called to the fact that portions of this project will be funded with CDBG funds. Not less than the minimum salaries and wages set forth in the Contract Documents must be paid for those locations. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin, in accordance with Executive Order 11246 Equal Employment Opportunity and Notice of Requirement for Affirmative Action to Ensure Equal Employment Opportunity. The Contractor will comply with Section 3 of the Housing and Urban Development Act of 1968, as amended. Contractors bidding on this project must follow, document, and maintain documentation of their Good Faith Efforts to ensure that Disadvantaged Business Enterprises (DBEs) have the opportunity to participate in the project by increasing DBE awareness of procurement efforts and outreach. Responsible Bidders which are Certified DBE or Section 3 Business Concerns may be given preference when evaluating bids.

Contractor must comply with the Davis Bacon Act July 2nd, 1964 (Title 40s 276A). The Equal Employment Opportunity Act September 28, 1965 No. 11246, all United States Department of Labor Relations and Standard Title 29, 1, 3 and 5, and Title 1, U.S.C., Section 874 known as “Anti- Kickback Act” and the Federal Occupational Safety and Health Act of 1970.



Each bid proposal shall be accompanied by a certified check or satisfactory bid bond by an approved surety company in an amount not less than 5% of the bid amount. Checks shall be made payable to the Owner. Bids may not be withdrawn for a period of sixty (60) calendar days after receipt of bids. The successful bidder will be required to furnish a performance bond, maintenance and guarantee bond, labor and material bond, and insurance certificates.



The Owner reserves the right to reject any or all proposals and to waive irregularities in bidding, or to accept the lowest responsible proposal that, in the opinion of the Owner, will serve his best interest.
