Sealed proposals will be received by the City of Richmond, Michigan, at the office of the City Clerk, 36725 Division Road, P.O. Box 457, Richmond, Michigan 48062, until 11:00 a.m. local time on Tuesday, January 30, 2018, and then publicly opened and read aloud, for the performance of Contract 2018-SW-1.

The work consists of reconstructing sidewalk ramps at the intersection of Oak & Beier Streets in the City of Richmond. Bids shall be on a unit price basis with lump sum prices for certain items of the Work.

Plans and specifications may be obtained through the Michigan Inter-Governmental Trade Network (MITN) at All addendums will be posted on the MITN website. Any information not obtained from the MITN website should not be relied upon. All bidders must be a Plan Holder of record.

Sealed bids marked “2017 CDBG ADA RAMP UPGRADES” should be mailed to the Richmond City Clerk, 36725 Division Road, P.O. Box 457, Richmond, Michigan 48062, or hand delivered to the office of the City Clerk prior to the scheduled bid opening stated in this advertisement. Bids must be submitted on the forms included with the bidding documents.

Bid security in the amount of five percent (5%) in the form of a certified check or bidders bond is required with each proposal.

Attention is called to the fact that not less than the minimum salaries and wages as set forth in the ContractDocuments must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin, in accordance with Executive Order 11246 Equal Employment Opportunity and Notice of Requirement for Affirmative Action to ensure Equal Employment Opportunity, and that the contractor will comply with Section 3 of the Housing and Urban Development Act of 1968, as amended.

The Contractor and sub-contractors must comply with Davis Bacon Act July 2nd, 1964 (Title 40§ 276A). The Equal Employment Opportunity Act September 28, 1965 NO. 11246, all United States Department of Labor Regulations and standards Title 29, 1, 3 and 5, and Title 18, U.S. C., Section 874 known as “Anti-Kickback Act” and the Federal Occupational Safety and Health Act of 1970.

The right is reserved by the Owner to accept any Proposal, to reject any or all Proposals, and to waive any and all irregularities in Proposals.

No bids may be withdrawn after the above date and time for receiving bids for a period of sixty (60) days.
